Regional Housing Needs
As part of the region's planning efforts, Kern Council of Governments (Kern COG) is working with local governments and stakeholders on the Regional Housing Need Allocation (RHNA).
Kern COG must identify areas within the region sufficient to house an eleven-year projection of the regional housing need. Additionally, the RHNA must allocate housing units within the region consistent with the development pattern included in the Sustainable Communities Strategy (SCS), and will be part of the Regional Transportation Plan (RTP).
The 5th cycle regional housing needs assessment determination projection period is January 1, 2013 through December 31, 2023. The 5th cycle Housing Element planning period is from December 31, 2015 through December 31, 2023. In September 2014, the California Housing and Community Development Department (HCD) approved Kern COG’s RHNA Plan.
