The Kern Council of Governments (Kern COG) invites proposals from qualified human resources and legal professionals, as well as firms experienced in local government operations, to complete a comprehensive review and provide recommended revisions to the agency’s Personnel Manual, salary schedule, job descriptions, and organizational structure as adopted in Resolution 26-20 (FY 2026–2027 Budget).
Submission Requirements: Proposals must include three (3) hard copies delivered and one (1) PDF copy emailed, and received no later than: 4:00 PM PST, November 9, 2026
Proposals must include:
- Cover page with respondent information and acknowledgment of agreement terms (max 2 pages)
- Statement of qualifications and key personnel (max 2 pages)
- Summary of relevant experience, including client names and project types (max 2 pages)
- Client references (minimum 3; max 2 pages)
- Proposed scope, schedule, billing approach, and contingency request (max 2 pages)
