Request for Proposal – Personnel Manual Review and Update

The Kern Council of Governments (Kern COG) invites proposals from qualified human resources and legal professionals, as well as firms experienced in local government operations, to complete a comprehensive review and provide recommended revisions to the agency’s Personnel Manual, salary schedule, job descriptions, and organizational structure as adopted in Resolution 26-20 (FY 2026–2027 Budget).

Submission Requirements: Proposals must include three (3) hard copies delivered and one (1) PDF copy emailed, and received no later than: 4:00 PM PST, November 9, 2026

REQUEST FOR PROPOSALS (RFP) Comprehensive Review and Update of Personnel Manual, Salary Schedule, Job Descriptions, and Organizational Structure

Proposals must include:

1. Cover page with respondent information and acknowledgment of agreement terms (max 2 pages)
2. Statement of qualifications and key personnel (max 2 pages)
3. Summary of relevant experience, including client names and project types (max 2 pages)
4. Client references (minimum 3; max 2 pages)
5. Proposed scope, schedule, billing approach, and contingency request (max 2 pages)
